Job Description


Position Summary:

This is a member of Canton City Public Health's senior leadership team with the responsibility of providing high-level oversight, direction and planning for the Health Promotion and Planning (HPP) division. Oversees funding, programming, supervision and establishment of existing and new programming in the HPP service area. Programming in HPP includes emergency preparedness, epidemiology, community engagement, health equity, workforce development, overdose education and naloxone distribution program (OENDP), and organizational excellence (public health accreditation (PHAB), performance management and quality improvement). These disciplines, also known as Public Health Foundational Capabilities, create the infrastructure needed to ensure delivery of quality public health protections, programs, and activities that are key to achieving improved community health, well-being and equitable outcomes. The position performs with independence in decision-making and reports to the Health Commissioner.

Essential Duties and Responsibilities:

Leadership
  • Directs, plans, supervises and coordinates projects and initiatives for the department in the program areas above, with the goal of advancing the mission of Canton City Public Health and improving the overall well-being of the community.
  • Collaborates with community partners and stakeholders, and, while taking a visible role, directs the coordination and alignment of the state health assessment (SHA), community health assessment (CHA), community health improvement plan (CHIP), CCPH's strategic plan and its performance measures.
  • Directs and supports department-wide plans for quality improvement, strategic planning, health equity and workforce development. Also supports the planning and implementation of other plans as identified by agency leadership.
  • Works across the department to achieve buy-in across divisions and promote the work of HPP for the agency.
  • Participates on the department leadership team and contributes to decisions on department issues, policies and strategic initiatives. Facilitates regular HPP staff meetings for information sharing, team building and strategic planning.
  • Provides vision, leadership and management of day-to-day operations of HPP to ensure efficient division operations.
  • Directs, monitors and evaluates HPP's financial portfolio to fund activities with appropriate funding streams, while using funding in a responsible and compliant manner. Manages daily budgeting activities, including securing quotes, requesting purchase orders and paying invoices.
  • Negotiates contract terms with outside vendors/partners to meet the needs of programming; Coordinates with the Board of Health on approval of contracts/grants.
  • Identifies, compiles, drafts and applies for grant opportunities to sustain and grow HPP programming. Tracks and meets grant deliverables and timeframes related to HPP programs. Collects and reports required, timely and accurate data and progress reports to ensure consistent funding.
  • Provides direct supervision, career development and technical assistance for HPP staff.
  • Coordinate and direct HPP staffing requirements, personnel recruitment, training, onboarding, performance evaluation systems, disciplinary actions and oversee personnel processes.
  • Develop and revise job positions/descriptions to meet changing program needs.
  • Supervise direct report staff: assign duties; approve work schedules, time cards and time accounting; complete employee evaluations, career development and disciplinary actions (as necessary); oversee work product accuracy and completeness, etc.
  • Creates and revises processes and policies to ensure efficient HPP operations.
  • Using a data driven approach, sets goals for HPP programming with program owners.
  • Promotes the incorporation of CCPH's mission, vision and values into all HPP's work.
  • Informs and interprets national, state, local and department activities to the Board of Health, the public and other professionals (data, information, program, legal implications).
  • Orients CCPH Board of Health, CCPH leadership, CCPH staff, and other stakeholders on HPP functions by compiling and disseminating management/Board reports, summaries or instructional/educational materials.
  • Collaborates with internal and external partners on special projects as assigned, with a focus on harnessing and aligning community resources to advance the health of all community members.

  • Performs the duties of any HPP employee as needed for coverage of workload.
  • Provide support functions in response to public health emergencies as directed by the Health Commissioner.

Minimum Qualifications and credentials:

The following must be acquired prior to initial hire.
  • Master's degree from an accredited university in public health, nursing, environmental health, public administration, epidemiology, statistics or relevant field.
  • Minimum of three years relevant experience with demonstrated, increased responsibility, preferably at a public health agency.
  • Working knowledge of epidemiological principles.
  • Experience with accreditation best practices, preferably Public Health Accreditation Board processes, standards, and measures.
  • Individual should embrace the mission, vision and values of Canton City Public Health and harm reduction principles.
  • Ability to interpret and apply Federal & State regulations, procedures, policies and into all aspects of the work.
  • Proficiency in PC operation and the use of email, Internet browsers, spreadsheets, databases, and word processing software and other web- based collaboration tools.
  • Valid Ohio driver's license.
The following must be acquired and maintained. These credentials are not required upon initial hire, but must be acquired after hiring within 6 months. Training will be provided for all of these credentials.
  • Have or acquire certification in National Incident Management Systems (NIMS) Incident Command Systems (ICS) levels 100, 200, 300, 400, and 700
  • Lean/Six Sigma yellow belt certificate
Work Environment:
The work setting is primarily in a typical office environment. While performing the duties of this job, the employee is regularly required to sit for long periods of time. Occasional lifting of 25 lbs. Requires frequent meetings with department personnel, stakeholders and members of the community. Meetings will often occur outside of the department offices in the community. Will require frequent adjustments to a typical work schedule to accommodate the needs of the community (nights and weekends). Requires occasional travel outside of the area and overnight for training, meetings and conferences. City vehicle can be provided for work activities/work travel with supervisor approval.
