We are seeking an IT Development Release and Change Enablement Services Manager to lead and manage the release and change management processes for IT services at the Pension Benefit Guaranty Corporation (PBGC). PBGC plays a vital role in protecting the retirement incomes of over 33 million American workers, ensuring that defined benefit pension plans are maintained and operated effectively. You will oversee the coordination and release of IT services and changes, ensuring stability, security, and continuous improvement in PBGC's IT infrastructure. This position requires strong program management skills, the ability to support both ongoing operations and system modernization efforts, and expertise in managing hybrid work environments for PBGC's 2,500 users.


Key Tasks and Responsibilities


• Manage and oversee the release and change management processes across the IT infrastructure to ensure seamless integration and operation.


• Lead IT service delivery efforts to support PBGC's operations, ensuring that all IT changes and releases meet security, reliability, and performance standards.


• Ensure IT infrastructure tools and underlying components (computing, storage) are stable, highly available, and secure to support PBGC's mission.


• Provide leadership for the implementation of new software versions, coordinating with stakeholders to validate and deploy them efficiently.


• Conduct planning and management for the release of new COTS/GOTS applications, including integration into PBGC's infrastructure.


• Establish and maintain comprehensive disaster recovery plans and ensure organizational resilience.


• Manage the database, server, and middleware administration processes to ensure optimal system performance and resource availability.


• Oversee enterprise services, storage, and backup support, ensuring adherence to policies and procedures.


• Monitor, troubleshoot, and reinstall application software as necessary, maintaining operational integrity.


• Lead efforts to track and analyze usage patterns, planning for system growth and performance optimization.


• Coordinate with PBGC's data centers and virtual environments (Azure Government cloud) to ensure efficient operation.


• Manage and perform hardware and software testing to ensure all systems are performing optimally.


Education & Experience


• B.S. in a relevant IT discipline (desired)


• 15-20 years of experience in IT infrastructure management, with a focus on release and change enablement in complex organizations. (desired)


Certifications


• ITIL v4 (Required)


• Azure Solutions Architect Expert (Required)



• DevSecOps Foundations (Required to be obtained upon hire.)
